Tracking, Monitoring and Outreach Services

On July 1st of 2004, CIJDC began the Contract to provide Tracking for the 2nd Judicial District of the State of Iowa. We had submitted a proposal for this contract and were the chosen vendor. This contract is for three years, with a clause for two more mutually agreeable years. CIJDC had been strategically planning for this contract for several years, which made the implementation phase smoother than anticipated. This program provides tracking and monitoring services for the juveniles in the 22 counties which comprise the 2nd Judicial District.

The following factors influenced our decision to become involved in this program:

The ability to provide a valuable community based program in an effective manner
The diversity that a program of this magnitude brings to an organization of our size
The organizational networking that will develop through implementation
The opportunity to make our organization even more efficient in regards to overall operations


Fiscal year 2004 we provided Tracking for 796 juveniles. We employ 44 Trackers to carry out the functions of this contract, 2 of which are Full Time and 42 who are Part Time. Our Trackers spent 19,710 hours providing services to an average of 276 juveniles per month. Marshall County was the largest user of tracking with 3045 hours this year, closely followed by Webster with 2893 hours and Cerro Gordo with 2598 hours.

We appreciate all of the positive feedback we received in the first year of this service in addition to the constructive feedback. Overall, we feel this program was a great success and look forward to making it even better for years to come.

In April 2004, CIJDC began the process for acquiring the Juvenile Tracking, Monitoring and Outreach Services Contract for Tama County. The Chief JCO notified CIJDC of the contract award at which time CIJDC accepted the tracking contract for the Fiscal Year 2005, 2006, and 2007, with two additional renewal years upon mutual agreement. The contract will take effect on July 1, 2004. Upon contract acceptance CIJDC hired one tracker for Tama County.
